English Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a recent study of municipal councils, English councils are planning to offload social clubs, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England stated that 60% of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and land to shore up their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would prioritise service redesigns and using financial reserves to weather increasing financial challenges.”

Specific Cases of Planned Sales

Medway Council in Kent announced its property management strategy featured the sale of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for the authority, will additionally be disposed of under the strategy.

Council Tax Increases and Broader Financial Pressures

This research of councils in the key cities group, which covers several urban centers, further found that more than 70% of authorities will need to increase council taxes next spring to cover the growing cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

The authority explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to achieve both better provisions and cost efficiency,” said a council leader.

He continued: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of regional authorities recently also found local finances being stretched by the growing number of children and older individuals requiring Send support.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Gaps

Based on the most recent indices of deprivation (IMD) covering UK local authorities, several participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the 2025 deprivation indices,” noted the report.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the report added.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened social care provision in the last year, the study found.
